Housing Improvement Program (HIP)

Program Purpose:

HIP is a home repair, renovation, replacement and new housing grant program administered to Alaskan Native individuals and families without immediate resources for standard housing.

Program Description:

HIP has worked with different departments throughout the years and other organizations to provide renovations, new housing developments and other services. AVCP HIP is currently working with the Bureau of Indian Affairs (BIA) and AVCP Regional Housing Authority to start a new Low-Mortgage Program that will enable middle income families to apply for loans on a new home.

Eligibility Requirements:

AVCP Compacted HIP Tribes:

  • must be a member of a federally recognized American Indian tribe or be an Alaska Native
  • live in an approved tribal service area
  • have an income that does not exceed 150% of the U.S. Department of Health and Human Services Poverty Guidelines
  • has no other resources available for housing assistance or down payment assistance

Application Process:

  • Fliers and applications are sent out to the compacted tribes in August
  • Applicants from prior years must update income and family status
  • The BIA sends out a notice of application deadlines between October and December
  • Applications are scored and sent to BIA in Anchorage
  • AVCP is notified of approved applications
