DESCRIPTION:The initial deadline was May 24\, 2019\, for resolutions made to programs that are included in AVCP’s compact.  That deadline has been extended to June 30\, 2019. \nBy regulation\, if a compact resolution is provided after this date\, AVCP\, OSG\, and BIA must agree to accept the resolution based on the justifications provided. Please see the regulation cited below. \n  \n25 CFR 1000.32 – What happens when a Tribe wishes to withdraw from a Consortium annual funding agreement? \n(a) A Tribe wishing to withdraw from a Consortium‘s AFA must notify the Consortium\, bureau\, and OSG of the intent to withdraw. The notice must be: \n(1) In the form of a Tribal resolution or other official action by the Tribal governing body; and \n(2) Received no later than 180 days before the effective date of the next AFA. \n(b) The resolution referred to in paragraph (a)(1) of this section must indicate whether the Tribe wishes the withdrawn programs to be administered under a Title IV AFA\, Title I contract\, or directly by the bureau. \n(c) The effective date of the withdrawal will be the date on which the current agreement expires\, unless the Consortium\, the Tribe\, OSG\, and the appropriate bureau agree otherwise.

The training will be concluded by May 22\, 2019\, Participants can expect to travel home on May 23\, 2019. \nTravel\, lodging and Per diem is provided for up to 80 people from the AVCP tribes if necessary. \nAVCP will provide scholarships for up to 2 people from each community with precedence being given to tribal court staff. \nThe training is open for whomever would like to join.  If AVCP is not able to offer travel assistance\, the tribe or individual will be responsible for paying that individuals travel\, lodging and per diem. Space is limited.

SUMMARY:Presentation: Careers in the Intelligence Community
DESCRIPTION:  \nMost recently\, Andy Vail was the Deputy Director for Operations Support at NCTC. The Directorate of Operations Support (DOS) provides around-the-clock support to NCTC and the broader counterterrorism community. DOS develops and rapidly disseminates terrorism situational awareness intelligence\, facilitates information sharing\, enables NCTC operations through crisis management and response planning\, manages NCTC exercise and special event support\, and coordinates Intelligence Community support to international special events on behalf of the Director of National Intelligence. The Joint Counterterrorism Assessment Team\, in close collaboration with and through the FBI and the Department of Homeland Security\, provides intelligence support to state\, local\, and tribal law enforcement\, fire safety\, health\, and private sector organizations nationwide. \nPreviously he completed a Joint Duty assignment from the Office of the Director of National Intelligence (ODNI) to the Office of Strategy\, Policy & Integration at the Central Intelligence Agency\, where\, as a Special Advisor on Strategy\, he assisted in the development of the Agency’s Strategy. Within the ODNI\, he also has served as the Director of Plans\, Executive Officer to the Principal Deputy Director and the Acting Director of National Intelligence\, Senior Advisor to the Deputy Director for Intelligence Integration\, and Director\, Joint Duty. \nAndy returned to Government service in February 2007 after working in private industry for 5 ½ years following his retirement from the US Army. As a 1976 graduate of the United States Military Academy he entered the Army as an Infantry Officer. He later became a Latin American Foreign Area Specialist. In 1984\, he received a Master of Arts degree in International Relations from Mississippi State University. He is also a graduate of the Defense Language Institute in Spanish\, the Command and General Staff College at the School of the Americas\, and the Armed Forces Staff College. \nHis military assignments include serving in leadership positions with US Central Command\, DIA\, the Joint Chiefs of Staff\, and Task Force Victory during Operation DESERT STORM. He has also served as an exchange officer with the Paraguayan Army. \n

SUMMARY:Healthy Families Workshop
DESCRIPTION:Healthy Families uses Elluarluteng Ilakutellriit; a framework demonstrating the life cycle of traditional practices\, values and beliefs\, as told by Elders from around the region and the late Peter Jacobs. The program currently offers a three-and-a-half day workshop\, which is held monthly in Bethel. Facilitators are available to work directly with Tribes to host Workshops at the community level. Local agencies also utilize the Healthy Families Workshop as a training tool for staff who are new to the region\, which strengthens their ability to provide services in culturally appropriate ways.\nComplete this Registration Form to reserve a seat in the next available workshop.
