SUMMARY:Presentation: Careers in the Intelligence Community
DESCRIPTION:  \nMost recently\, Andy Vail was the Deputy Director for Operations Support at NCTC. The Directorate of Operations Support (DOS) provides around-the-clock support to NCTC and the broader counterterrorism community. DOS develops and rapidly disseminates terrorism situational awareness intelligence\, facilitates information sharing\, enables NCTC operations through crisis management and response planning\, manages NCTC exercise and special event support\, and coordinates Intelligence Community support to international special events on behalf of the Director of National Intelligence. The Joint Counterterrorism Assessment Team\, in close collaboration with and through the FBI and the Department of Homeland Security\, provides intelligence support to state\, local\, and tribal law enforcement\, fire safety\, health\, and private sector organizations nationwide. \nPreviously he completed a Joint Duty assignment from the Office of the Director of National Intelligence (ODNI) to the Office of Strategy\, Policy & Integration at the Central Intelligence Agency\, where\, as a Special Advisor on Strategy\, he assisted in the development of the Agency’s Strategy. Within the ODNI\, he also has served as the Director of Plans\, Executive Officer to the Principal Deputy Director and the Acting Director of National Intelligence\, Senior Advisor to the Deputy Director for Intelligence Integration\, and Director\, Joint Duty. \nAndy returned to Government service in February 2007 after working in private industry for 5 ½ years following his retirement from the US Army. As a 1976 graduate of the United States Military Academy he entered the Army as an Infantry Officer. He later became a Latin American Foreign Area Specialist. In 1984\, he received a Master of Arts degree in International Relations from Mississippi State University. He is also a graduate of the Defense Language Institute in Spanish\, the Command and General Staff College at the School of the Americas\, and the Armed Forces Staff College. \nHis military assignments include serving in leadership positions with US Central Command\, DIA\, the Joint Chiefs of Staff\, and Task Force Victory during Operation DESERT STORM. He has also served as an exchange officer with the Paraguayan Army. \n

DESCRIPTION:The AVCP 2018 Tribal Court Workshop is scheduled for November 13 and 14\, 2018 at the Alaska Bible Seminary in Bethel\, Alaska and is sponsored by the Bureau of Indian Affairs\, Office of Justice Services\, Office of Tribal Justice Support. \nThe registration for this training for each person is due by October 30th\, 2018 at 5:00 p.m. If this form is received by the AVCP Tribal Justice Center later than that\, travel\, lodging and per diem will not be provided. ***PLEASE NOTE THAT THERE IS A HIGH POSSIBILITY THAT YOU WILL HAVE TO SHARE A ROOM WITH ANOTHER PARTICIPANT*** \nThe trainers are: \nLisa Marie Lang (Ka’illjuus): Ka’illjuus is the founding and current Executive Director of the XKKF (Xaadas Kil Kuyaas Foundation or Precious Haida Words Foundation) since the 501(c)(3) received status approval in 2010.   She is a member of the Yawghlaanaas (Raven/Two Fin Killer Whale Clan) from Hydaburg\, Alaska. \nKevin Illingworth: Kevin Illingworth is an Associate Professor with the University of Alaska Tribal Management Program.  Kevin was raised in Alaska’s Interior and graduated from the University of Alaska Fairbanks before receiving his Law Degree from the University of Idaho.  At the University\, Kevin primarily teaches courses in topics such as Tribal Government\, Federal Indian Law\, and Tribal Justice.  Kevin has presented at numerous Statewide and National conferences\, and numerous Alaska Tribal Court Trainings. \nAdele Young: Adele Young has been a staff attorney for Alaska Legal Services in Bethel since spring 2015. She received her Bachelor of Arts from Cornell University in New York and her Juris Doctorate from William & Mary Law School in Virginia. \nDebra O’gara:  My name is Debra O’Gara. My Tlingit name is Djik Sook. I am Raven from the Cedar Bark House of the Teey Hit Taan  Clan. I grew up in the Seattle area and spent summers in Mountain Village\, Alaska\, where my mother was born and raised. My Grandmother\, Frances Tamaree Sheppard was born and raised in Wrangell and she was the daughter of Tillie Paul Tamaree and William Tamaree. I am the great niece of William Paul\, Sr. I have practiced laws for over 26 years and am currently the Presiding Judge for the Tlingit & Haida Tribal Court. \n  \nThe workshop is open for AVCP Member Tribal Court Judges\, Clerks\, Court Administrators\, and Tribal Council Members. The training will focus on topics such as Federal Indian law\, tribal court procedures\, ethics and roles of court staff\, codes and constitutions\, and other relevant Tribal Court topics\, and will be concluded on November 14\, 2018.
