SUMMARY: As a vital member of the Head Start management team, the ERSEA Coordinator will work with other team members to ensure that the program complies with Head Start Performance Standards regarding Eligibility, Recruitment, Selection, Enrollment and Attendance; Maintain the child and family outcomes data base and assure records are up to date, accurate and federal reports are filed each month; Maintain program funded enrollment; and Assist the Head Start Program Manager in enrollment and recruitment of Head Start children.
PERFORMANCE RESPONSIBLITIES: Include the following. Other duties may be assigned.
• Maintain and manage a system to track eligibility, recruitment, selection, enrollment, and attendance of children to comply with federal and state regulations.
• Develop and implement the recruitment process annually.
• Ensure applications collect all mandated child and family information, in accordance with state and federal program requirements.
• Verify income and eligibility qualifications of children and families.
• Maintain full funded enrollment for Head Start – ensure openings are filled within 30 days.
• Maintain a waiting list for Head Start children.
• Review applications to assure information is complete and data is accurately entered into program database for tracking.
• Create and maintain recordkeeping and reporting policies and procedures for waitlists, enrollment, attendance, placement, in accordance with state and federal program requirements.
• Use approved criteria to select students from eligible Head Start children.
• Ensure tracking, follow-up, and analysis of enrollment data and produce regular reports for management team and the Office of Head Start, and the State of Alaska.
• Monitor needed mental health and disability screening data. Assist in alerting appropriate Management team members of children who need screenings and services in these areas.
• Organize outreach and recruitment activities to provide information and enrollment opportunities to children and families throughout the year.
• Compile and submit Program Information Report (PIR) data.
• Maintain positive relationships with partners where recruiting activities are held. Obtain census data for recruiting purposes from school districts and state/other agencies.
• Provide information and training annually to secure approval of the Program’s ERSEA policies to program staff, Policy Council and Governing Body.
• Check classroom attendance weekly.
• Follow up with parents/guardians with children who are unexcused.
• Responsible to report any suspected abuse or neglect to appropriate authorities.
• Travel within AVCP service area to recruit children and families into the program.
• Maintains strict confidentiality of information.
• Other duties as assigned.
QUALIFICATIONS: The individual must be able to perform each essential duty satisfactorily. Must have strong computer skills. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region. Strong written, oral, organizational, and analytical skills are required. Bilingual Yup’ik/English preferred. Demonstrated ability to work in rural bilingual and intercultural programs. Demonstrated commitment and respect for the health and welfare of young children and families. Must be able to travel in and out of region as required in small aircraft and to use the Head start Center for lodging when traveling. Must pass a Physical Examination, TB test and criminal records background check. Native Hire Preference.
EDUCATION AND EXPERIENCE: High School diploma or GED is required. Bachelor’s degree from an accredited university in Early Childhood Education or a related field is preferred. Any combination of experience and training which provides the required knowledge, skills, and abilities for the position can be considered
This position is a TJC-30 (HS pay scale), DOE – $48,446.86- $53,021.45
