The AVCP Brownfield Tribal Response Program helps Tribes and villages address contaminated sites, old buildings, and abandoned foundations through cleanup, redevelopment, reuse, and demolition projects.
Program Overview
The purpose of the AVCP Brownfields Environmental Site Assessment (ESA) is to help identify and reduce environmental uncertainties or actual site conditions. Site assessments provide information needed to help return a brownfield property to productive use.
The AVCP Brownfields ESA is a service provided by the AVCP Brownfields Tribal Response Program; it is not a grant program. Project work is funded through state and federal grants and completed by qualified contractors.
The objectives of a DEC Brownfields Assessment & Cleanup (DBAC) are to:
Help determine whether an environmental problem at a site is limiting its desired reuse;
Help identify the nature and extent of contamination;
Make recommendations and estimate costs for additional assessment, if needed;
Identify cleanup options and provide an estimate of cleanup costs, if indicated; and
When funding permits, conduct cleanup activities designed to enable reuse of a site.
The objectives of a Technical Assistance to Brownfields (TAB) are to:
Prepare brownfields grant applications;
Perform site inventories;
Review historical information;
Design site investigations, sampling, and field analysis; and
Plan cleanup and redevelopment.

A workplan and budget should be developed annually to outline program goals, planned activities, and anticipated expenses. The workplan should align with program priorities, community needs, and applicable funding requirements, while ensuring that activities are included across all required program elements.
The budget should correspond with the activities outlined in the workplan. Once completed, the workplan and budget should be reviewed and approved internally before being submitted to the appropriate funding agency by the established deadline.
