In 1984, he received a Master of Arts degree in International Relations from Mississippi State University. He is also a graduate of the Defense Language Institute in Spanish, the Command and General Staff College at the School of the Americas, and the Armed Forces Staff College.

His military assignments include serving in leadership positions with US Central Command, DIA, the Joint Chiefs of Staff, and Task Force Victory during Operation DESERT STORM. He has also served as an exchange officer with the Paraguayan Army.
